Financial Assistance Schemes for Primary & Secondary Students

Overview

The Student Finance Office administers various financial assistance schemes for needy primary and secondary students, including the School Textbook Assistance (TA) Scheme, the Student Travel Subsidy Scheme and the Subsidy Scheme for Internet Access Charges (SIA). Application Procedures

  • Applicants may submit application by means of online E-Form or paper-based application form. The E-Form is a timesaving, flexible and convenient way which promotes environmental protection and facilitates applicants to submit application anytime and anywhere online through personal computers or mobile devices (e.g. smart phones). Applicants may also save and retrieve unfinished E-Form for completion later.

  • Moreover, continuing applicants who apply for financial assistance for primary and secondary students for the 2024/25 school year and have submitted the completed application and supporting documents online on or before 31 May 2024, subject to meeting the eligibility for the School Textbook Assistance and the Subsidy for Internet Access Charges and passing the means test, will receive the provisional School Textbook Assistance and Subsidy for Internet Access Charges for the 2024/25 school year earlier than those applicants using paper-based forms.

  • If families wish to apply for financial assistance for primary and secondary students in the 2024/25 school year, please return the completed application form to the Student Finance Office (SFO) preferably on or before 31 May 2024. Application processing milestones can be found in the timetables below -

    1. Application Processing Timetable – Continuing Applicants

      (i.e. applicants who have successfully applied for financial assistance in the 2023/24 school year on or before 1 March 2024 for (i) primary and secondary students; or (ii) students at pre-primary and primary/secondary levels; or (iii) pre-primary students and the child(ren) will be attending Primary 1 in the 2024/25 school year)

    2. Application Processing Timetable – Other Applicants

      (including new applicants, and those who have NOT received financial assistance for primary and secondary students in the 2023/24 school year on or before 1 March 2024)

  • Applications submitted on or after 1 June 2024 will be handled by the SFO after the applications received by end May are processed. Notification of result and release of financial assistance to these applicants will therefore be deferred.

  • Other applicants including new applicants may click here to complete electronic application and find the related application documents for reference, or download the form for submission of paper-based application.

  • During the vetting process, applicants may be notified by the SFO that they have to provide supplementary documents. If an applicant needs to submit a statement of sworn declaration, the SFO could provide declaration service to the applicant concerned. The applicant has to make an appointment first to confirm the date, time and location. The locations of SFO’s offices for the applicants to receive declaration service are as follows:

    • 5/F, Trade and Industry Tower, 3 Concorde Road, Kai Tak, Kowloon; or

    • 12/F, One Mong Kok Road Commercial Centre, 1 Mong Kok Road, Kowloon
