Overview

The Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) is to complement the Tertiary Student Finance Scheme – Publicly-funded Programmes (TSFS) to provide loans to eligible students to settle tuition fees of recognised full-time study courses.

What is the level of the combined life-time loan limit under the NLSFT and the Non-means-tested Loan Scheme for Post-secondary Students (NLSPS)?
A combined life-time loan limit is imposed on students eligible for receiving loans under the NLSFT and the NLSPS. The loan limit will be price-adjusted annually in accordance with the movement of the Composite Consumer Price Index. How much can be borrowed under the NLSFT?
Eligible students who apply for the NLSFT loans only, i.e. have not applied for assistance (i.e. grant and/or loan) or have failed to obtain assistance under the Tertiary Student Finance Scheme - Publicly-funded Programmes (TSFS), may receive loan up to their total annual tuition fees payable in the academic year. When does the interest of the NLSFT loan start to accrue?
Interest is accrued at the prevailing interest rate for the non-means-tested loan schemes upon loan drawdown and throughout the study period until the loan is repaid in full. Please refer to "Interest and Administrative Fee" for details.
How much is the current administrative fee for the NLSFT?

When the administrative fee of the NLSFT is charged?

An administrative fee is chargeable for each application and each loan account in every academic year to recover the full costs of processing the applications and administering the NLSFT. It is chargeable upon submission of application and annually thereafter until the NLSFT loan and interest accrued thereon are fully repaid. Application Procedures
How to apply for the NLSFT?

Please complete and submit the NLSFT application through the "SFO E-link - My Applications" online platform. Please submit the duly signed "Declaration Form" (if choose to sign on paper) and the required supporting documents (if any) to the Student Finance Office within seven calendar days from the date of submission of the application. Please refer to "Application Procedures" for details.


How to submit the supporting documents for the NLSFT application?

Please submit the duly signed "Declaration Form" (if choose to sign on paper) and the required supporting documents (if any) within seven calendar days from the date of submission of the application, through one of the following means:

  • through online upload ;
  • by mail to the Student Finance Office (SFO) at the following address -
    Student Finance Office,
    Working Family and Student Financial Assistance Agency,
    Room 1204, 12/F, Cheung Sha Wan Government Offices,
    303 Cheung Sha Wan Road, Kowloon
    (Attn.: NLSFT APU); or

    Remarks: For proper delivery of the mail items to the SFO, and to avoid unnecessary delivery delay or unsuccessful delivery, please ensure that the mail items bear sufficient postage with return address before mailing.

  • by using the SFO drop-in boxes located on 11/F (during office hours) or in the G/F lift lobby (outside office hours) of the Cheung Sha Wan Government Offices (CSWGOs). The SFO’s office hours are 8:45 a.m. to 1:00 p.m. and 2:00 p.m. to 5:45 p.m. from Monday to Friday, except public holidays. Please enter the CSWGOs through the side entrance near the security counter outside office hours.

Note: Some of the institutions may arrange additional channels for collection of the "Declaration Form" and supporting documents. Applicants should refer to the announcements of the respective institutions for the relevant arrangement.

All supporting documents submitted are not returnable. Applicants are advised to retain a paper copy or computer backup for own reference.

Notification of Result, Acceptance and Payment of Loan
When will applicants receive the result of the NLSFT application?
If applicants apply for NLSFT only and the information provided is complete upon submission of application, the Student Finance Office will normally issue the "NLSFT Notification of Result" to applicants within three weeks from the issuance date of the "Acknowledgement of Receipt of Application"; or before mid-July when the life-time loan limits for the current academic year are determined, whichever is later. Please refer to "Application Procedures" for details.
How to accept the NLSFT loan?

After receiving the "NLSFT Notification of Result" or the "TSFS Notification of Result", applicants must submit the full set of duly completed loan documents and other required supporting documents to the Student Finance Office on or before the deadline as specified in the respective Notification. Please refer to "Acceptance of Loan" for details.

Please note that applicants should only submit the loan documents after the application is approved and the "NLSFT Notification of Result" or the "TSFS Notification of Result" is received. Loan documents submitted before the issuance date of the relevant Notification will not be accepted.

When will loan borrowers receive the NLSFT loan?

The NLSFT loan will be disbursed directly to the respective institutions by instalment(s) to settle the tuition fees, subject to successful submission of the full set of duly completed loan documents and other required supporting documents by applicants. Please refer to "Loan Disbursement Arrangements" for details.

Will the NLSFT loan be credited to my bank account?
No, the NLSFT loan will only be disbursed directly to respective institutions for settling the tuition fees.
Loan Documents
What are the requirements of a qualified indemnifier for the NLSFT?

To be acceptable as an indemnifier, a person must be:

  • a Hong Kong resident holding a Hong Kong Permanent Identity Card;
  • at or over 21 years of age;
  • gainfully employed in Hong Kong and financially sound. Persons who are not gainfully employed (e.g. retired persons, housewives, etc.), those without regular income and/or income proof (e.g. casual workers, etc.) and students are not acceptable; and
  • able to produce the required documentary evidence.

Can a member of the applicant's family act as a witness on the "Undertaking" and "Deed of Indemnity" for the NLSFT?

To be acceptable as a witness, a person must be:

  • a Hong Kong resident holding a Hong Kong Permanent Identity Card; and
  • at or over 18 years of age.

Please note that the applicant is not acceptable to act as the witness of his/her "Undertaking" (NLSFT 15) and the corresponding "Deed of Indemnity" (NLSFT 16). Indemnifier is not acceptable to act as the witness of his/her "Deed of Indemnity" (NLSFT 16) and the corresponding "Undertaking" (NLSFT 15).
