Working Family and Student Financial Assistance Agency

Contract Assistant Clerk (Salary: $13,780 per month)


Entry Requirements:

Candidates should have:

(1)completed Secondary 4, or equivalent;
(2)a good command of both oral and written English and Chinese;
(3)equipped with good computer knowledge, including Chinese and English word processing skills, and being proficient in the use of computer applications such as MS Word, Excel, etc.; and
(4)possessed at least six months’ full-time clerical working experience. Having relevant experience in processing applications for government financial assistance schemes would be an advantage.


Supporting Document: Applicants must provide supporting documents proving that they have obtained the above-mentioned academic qualifications and working experience when submitting application forms. Applications will not be considered if applicants fail to provide such documents.

Duties:

(1)To assist in vetting and processing applications for various government financial assistance schemes and to verify supporting documents submitted by applicants;
(2)To collect, dispatch, record, sort and file applications and related documents through various channels for various government financial assistance schemes;
(3)To input information of various government financial assistance schemes in computer systems and perform other clerical duties, such as typing, photocopying, and document delivery and packaging, etc.;
(4)To provide counter service, to handle public enquiries and to contact applicants and related parties on matters related to various government financial assistance schemes; and
(5)To perform any other duties as assigned by supervisors.


Note: Subject to operational requirement of the department, the appointed candidate may be required to work outdoor, perform shift duties, work irregular hours and overtime (including on Saturdays, Sundays and public holidays). He / She will be deployed to work in any location as assigned by the Working Family and Student Financial Assistance Agency.


Terms of Appointment:
Successful candidates will be appointed on non-civil service contract terms for one year. Renewal of contract will be subject to the service needs of the department and the performance of the candidates.


Fringe Benefits:

(1)10 days of annual leave whereas rest days, statutory holidays (or substituted holidays), maternity/paternity leave and sickness allowance, where appropriate, will be granted in accordance with the provisions of the Employment Ordinance (Cap. 57 of the Laws of Hong Kong).
(2)A gratuity may be granted upon satisfactory completion of a 12-month contract with a consistently high standard of performance and conduct. The amount of gratuity payable will be the sum which, when added to the Government’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance (Cap. 485 of the Laws of Hong Kong), is equal to 10% of the total basic salary drawn during the contract period.

I. Application by post or in person
Please use application forms [G.F. 340 (Rev. 7/2023)], which are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The application form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk).

The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form G.F. 340 (Rev. 3/2013), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.

Completed application form together with copies of academic/professional qualifications, relevant certificates, official transcripts of studies/result slips and employment proof (i.e. employment certificates, reference letters, etc.), should reach the Enquiry Address not later than the closing date. Please state “Application for Contract Assistant Clerk” on the envelope.

II. On-line Application
On-line applications can also be made through Civil Service Bureau’s website (http://www.csb.gov.hk) on or before the closing date.

Candidates who apply on-line should submit copies of academic/professional qualifications, relevant certificates, official transcripts of studies/result slips and employment proof (including current job) by post or by hand on or before 10 September 2024 to the Enquiry Address. The candidate’s on-line application number should be quoted on the envelope and the copies of all supporting documents.

Applicants must provide supporting documents proving that they have obtained the above-mentioned academic qualifications and working experience (including current job) when submitting application. Applications will not be considered if applicants fail to provide such documents. Applications and/or supporting documents which are late or incomplete or submitted by fax/email will not be considered.

For submission of application and/or supporting documents by post, the postmark date on the envelope will be regarded as the date of submission. Acknowledgement receipt will be sent via e-mail upon receiving the application form and/or the supporting document(s) by post. Please contact the Officer listed in the Enquiry Details if you do not receive the acknowledgement receipt on or before 20 September 2024. Please do not send in any originals of supporting documents. To avoid delay or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Agency and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will have to bear any consequences arising from not paying sufficient postage.

Applicants are encouraged to provide their email address on the application forms for ease of communication. Applicants who are not invited for interview within ten weeks from the closing date may assume that their applications are unsuccessful. The Working Family and Student Financial Assistance Agency is not obliged to inform individual applicants of unsuccessful applications.
