Terms of Reference

To advise the Government on, and to keep under review, the operation of the Tertiary Student Finance Scheme — Publicly-funded Programmes, the Financial Assistance Scheme for Post-secondary Students and the Non-means-tested Loan Schemes to ensure that their objectives and the needs of the community are met.
The Objectives of the Schemes are that –
1. Tertiary Student Finance Scheme — Publicly-funded Programmes and Financial Assistance Scheme for Post-secondary Students –
  - no student who is offered a place in any of the tertiary institutions should be deterred from accepting that place because of a lack of means;
  - financial assistance to students should be based on need; and
  - such assistance should take the form of a combination of grants and loans.
2. Non-means-tested Loan Schemes –
  - students may obtain financial assistance, on a non-means-tested basis, to meet the cost of their tertiary tuition fees; and
  - such assistance should take the form of loans on a no-gain-no-loss and cost recovery basis.
