Extended Non-means-tested Loan Scheme (ENLS)

With effect from 1 July 2012, the eligible courses under the ENLS are categorized as follows:

• 1A - Courses accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ);

• 1B - Courses offered by institutions (including their Schools of Professional and Continuing Education) by virtue of their self-accreditation status or Programme Area Accreditation (PAA) status;

• 2 - Courses under Diploma of Applied Education (DAE) / Diploma Yi Jin (DYJ);

• 3 - Courses covered by the Financial Assistance Scheme for Designated Evening Adult Education Courses;

• 4 - Training or development courses provided or funded by local statutory bodies; and

• 5 - Registered courses and exempted courses under the Non-local Higher and Professional Education (Regulation) Ordinance (Chapter 493).

Please refer to the Register of Eligible Courses. Information contained in the Register is for reference only. The Student Finance Office (SFO) reserves the right to amend, delete or alter the Register without prior notice.

Course providers not having the self-accreditation status or PAA status granted by the HKCAAVQ may apply to register as an eligible course. The procedures are as follows:

1. Download and complete the “Application Form for Registration as an Eligible Course under the ENLS” (“Application Form”) ;
2. Read the “Guideline on Registration as an Eligible Course under the ENLS” carefully; and
3. Submit the Application Form with relevant information and supporting documents to the SFO.

Application processing normally takes four weeks upon receipt of all required documents. Course provider will be informed of the result in writing. The registration will not take effect before the SFO’s approval is given.

Course providers who wish to make amendments to a registered course should complete and submit the “Course Amendment Form for an Eligible Course under the ENLS” together with relevant documents to the SFO.

Application processing normally takes 4 weeks upon receipt of all required documents. Course provider will be informed of the result in writing. The amendments will not take effect before the SFO’s approval is given.
