Overview

The Extended Non-means-tested Loan Scheme (ENLS) provides loans to eligible students to settle tuition fees of specific post-secondary/continuing and professional education courses studied in Hong Kong.

Eligibility

  • Applicants may apply for an Extended Non-means-tested Loan Scheme (ENLS) loan to cover their tuition fees payable in the 2024/25 academic year if they are students of any course in the following categories and can fulfill the requirements as stipulated below:

    • 1A - Courses accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications; or

    • 1B - Courses offered by institutions (including their Schools of Professional and Continuing Education) by virtue of their self-accreditation status or Programme Area Accreditation status;

    • 2 - Courses under Diploma of Applied Education (DAE) / Diploma Yi Jin (DYJ);

    • 3 - Courses covered by the Financial Assistance Scheme for Designated Evening Adult Education Courses;

    • 4 - Training or development courses provided or funded by local statutory bodies; and

    • 5 - Registered courses and exempted courses under the Non-local Higher and Professional Education (Regulation) Ordinance (Chapter 493).

Applicants
  • Applicants must have the right of abode in the Hong Kong Special Administrative Region (Hong Kong); or alternatively, applicants or their families must have resided in Hong Kong continuously for three complete years prior to the commencement of the course.

    (Remarks: This does not cover non-local students holding -

    • student visas / entry permits;
    • visas / entry permits under the Immigration Arrangements for Non-local Graduates; or
    • dependant visas / entry permits which were issued by the Director of Immigration when the relevant students have reached 18 years old.)
Qualified Indemnifier
  • a Hong Kong resident holding a Hong Kong Permanent Identity Card;
  • at or over 21 years of age;
  • gainfully employed in Hong Kong and financially sound; and
  • able to produce the required documentary evidence.

Witness
  • a Hong Kong resident holding a Hong Kong Permanent Identity Card; and
  • at or over 18 years of age.

Remarks: The applicant is not acceptable to act as the Witness of his/her ‘Undertaking’ and the corresponding ‘Deed of Indemnity’. The indemnifier is not acceptable to act as the Witness of his/her ‘Deed of Indemnity’ and the corresponding ‘Undertaking’.
