Overview

The Student Finance Office administers two financial assistance schemes for needy pre-primary students, including the Kindergarten and Child Care Centre Fee Remission Scheme (KCFRS) and the Grant for School-related Expenses for Kindergarten (Grant-KG). Please click here for details of the schemes.

Application Procedures

  • Applicants may submit application by means of online E-Form or paper-based application form. The E-Form is a timesaving, flexible and convenient way which promotes environmental protection and facilitates applicants to submit application anytime and anywhere online through personal computers or mobile devices (e.g. smart phones). Applicants may also save and retrieve unfinished E-Form for completion later.

  • To facilitate applicants to apply for financial assistance for pre-primary students, the Student Finance Office (SFO) has combined the two financial assistance schemes (i.e. KCFRS and Grant-KG) to one wish in the application form. Applicants only need to select one wish, and if they are found eligible after assessment, KG students will receive the above two financial assistances for pre-primary students, while students attending whole-day child care centres will receive fee remission (Grant-KG is not applicable).

  • The SFO will distribute application forms and School Certificates (SCs) through kindergartens / child care centres starting from around early July 2024 to new applicants, who may also complete the E-Form online. If new applicants wish to apply for financial assistance for pre-primary students in the 2024/25 school year, please return the completed application form to the SFO online or by post direct as soon as possible, and submit the completed SC to the attending schools for processing by 31 August 2024.

  • Fresh applications should be made every year. Application processing milestones can be found in the timetables below -

    1. Application Processing Timetable – Continuing Applicants

      (i.e. applicants who have successfully applied for financial assistance for pre-primary students in the 2023/24 school year on or before 1 May 2024 *)

      *

      Applicants (i) with child(ren) attending Primary 1 in the 2024/25 school year; or (ii) who have successfully applied for financial assistance for primary and secondary students in the 2023/24 school year, please refer to the Application Processing Timetable applicable for “primary and secondary students” of continuing applicants.

    2. Application Processing Timetable – Other Applicants

      (including new applicants, and those who have NOT received financial assistance for pre-primary students in the 2023/24 school year on or before 1 May 2024)

  • Other applicants including new applicants may click here to complete electronic application and find the related application documents for reference, or download the form for submission of paper-based application.

  • Please note that the effective month of fee remission will be the month in which the application forms are submitted by the applicants, or the month in which the student-applicants are admitted to the kindergartens child care centres, whichever is the later.

  • If the student-applicant has received fee remission for a particular month from the previous kindergarten / child care centre, he/she will not be provided with fee remission for the same month from the new kindergarten / child care centre.

  • During the vetting process, applicants may be notified by the SFO that they have to provide supplementary documents. If an applicant needs to submit a statement of sworn declaration, the SFO could provide declaration service to the applicant concerned. The applicant has to make an appointment first to confirm the date, time and location. The locations of SFO’s offices for the applicants to receive declaration service are as follows:

    • 5/F, Trade and Industry Tower, 3 Concorde Road, Kai Tak, Kowloon; or

    • 12/F, One Mong Kok Road Commercial Centre, 1 Mong Kok Road, Kowloon
