Eligibility

Applicants may apply for an Extended Non-means-tested Loan Scheme (ENLS) loan to cover their tuition fees payable in the 2024/25 academic year if they are students of any course in the following categories and can fulfill the requirements as stipulated below:

1A - Courses accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications; or
-
1B - Courses offered by institutions (including their Schools of Professional and Continuing Education) by virtue of their self-accreditation status or Programme Area Accreditation status;

2 - Courses under Diploma of Applied Education (DAE) / Diploma Yi Jin (DYJ);
-
3 - Courses covered by the Financial Assistance Scheme for Designated Evening Adult Education Courses;
-
4 - Training or development courses provided or funded by local statutory bodies; and
-
5 - Registered courses and exempted courses under the Non-local Higher and Professional Education (Regulation) Ordinance (Chapter 493).

Applicants must have the right of abode in the Hong Kong Special Administrative Region (Hong Kong); or alternatively, applicants or their families must have resided in Hong Kong continuously for three complete years prior to the commencement of the course.
(Remarks: This does not cover non-local students holding -
-
student visas / entry permits;
-
visas / entry permits under the Immigration Arrangements for Non-local Graduates; or
-
dependant visas / entry permits which were issued by the Director of Immigration when the relevant students have reached 18 years old.)

a Hong Kong resident holding a Hong Kong Permanent Identity Card;
-
at or over 21 years of age;
-
gainfully employed in Hong Kong and financially sound; and
-
able to produce the required documentary evidence.
